2018, a new stage in our site policy

Our failure to win back IDEX government funding in March 2018 was due mainly to the combined governance conditions demanded by the international jury, which are not adapted to Toulouse’s academic context. As a result, our university was stripped of a highly visible label, and our stakeholders were forced to rethink a draft site policy to do justice to our region’s outstanding scientific potential.
The upturn we are hoping for will derive from a cooperation initiative developed in the framework of the PRES, followed by UFT, which has given rise to a fundamental set of inter-university services and promotes smoother coordination of collective projects and enhanced mutual understanding.
For its part, UFT reinforced its administrative structure by taking on a broader range of responsibilities and skills, along with new functions, such as management of the Inter-university service for preventive medicine and health awareness (SIMPPS). This experience will be a springboard for the future.
A more flexible legal structure is also set to facilitate reflection and, when the next five-year contract comes up, will enable us to build an internationally recognised university that champions a clearly identified scientific strategy and is capable of offering its staff and students world-class higher education and research opportunities!

Université of Toulouse undertaking actions for everyone

University of Toulouse is a structure that groups together 31 higher education and research institutions in the Toulouse education authority sector. Along with its members, its ambition is to raise the profile of the university site as a whole to the highest international academic and scientific levels, and to provide welcoming living conditions for French and foreign students and researchers.

2017, the year of a new collective momentum

The year 2017 began with the adoption of the new IDEX project roadmap, resulting in approval from France’s Ministry of Higher Education, Research and Innovation and the SGPI (General Secretariat for Investment) to appear before the international jury again in March 2018. This decision triggered mass mobilisation on site from 14 thematic working groups, whose fruitful output facilitated preparation of the new IDEX application file. Although it was rejected in the end, it fostered reflection on collective strategies to implement, so all the preparatory work can therefore be capitalised upon. Meanwhile, internal administrative reorganisation of UFTMP laid the groundwork for a smooth transition to greater responsibilities and broader functions, planned for July 2018. These essential developments are preparing us for the considerable challenges we will have to face in 2018 as a result of the ongoing university reforms.

Université Fédérale undertaking actions for everyone

Université Fédérale Toulouse Midi-Pyrénées (UFTMP) is a structure that groups together 31 higher education and research institutions in the Toulouse education authority sector. COURSES AND STUDENT LIFE

A shared ambition: successful, happy students

Training · The UFTMP's training service negotiates partnerships with major players in the social and economic sectors, as well as institutions. It coordinates and promotes the academic training (Bachelor’s degrees, vocational degrees, Master's, engineering degrees) and services offered by the site’s 23 higher education institutions, fostering a broad range of academic pathways, employability, academic guidance, equal opportunities and lifelong education.

Inter-university teaching service (SiUP) · In 2018, the SiUP organised training for the site’s new academic staff, including twenty or so vocational training programmes and 2 conferences: Philippe Parmentier (Louvain) and Christelle Lison (Sherbrooke). The Sia teaching exchange platform is online! It offers training, initiatives, resources and discussion forums on teaching-related issues. Finally, an educational Escape Game designed this year will be unveiled in 2019.

Student life and culture · This year, the Welcome Desk site went online, a valuable addition to the services available at the Welcome Desk located at 41 allées J. Guesde in Toulouse. Accommodation guides, Yapluka and promotional videos by student associations were put together. The 13th Student Week was held in the site’s 10 university towns, with the support of a host of partners. The cultural offer – especially throughout the wider region, boosted by the Crous – was reviewed, along with the health and social support network, with the participation of the SIMPPS and the Crous. Finally, a review of the actions related to the Student life improvement project was drawn up.

Entrepreneurship · 2018 saw a rise in the scheme’s qualitative growth: reinforcement of awareness-raising and training initiatives, launch of a project accelerator and development of distance content. There was a sharp increase in the number of student entrepreneurs on sites other than Toulouse: 19% more than in 2017.

Disability · The UFTMP implemented its 2019-2021 disability blueprint. The “Atouts pour tous” (Strengths for all) web site, open to students with a disability since 2018, puts candidates in direct contact with recruiters from its partner companies. Eight partner companies, 19 company correspondents, 30 institutional correspondents and disability project leaders are actively involved.

Drawing attention to interdisciplinary research

Promotional actions and business relations · The actions undertaken mainly focused on coordinating the site’s work to promote partnerships and develop research in cooperation with businesses in the Occitanie region. Various events bringing together laboratories and businesses were held (“transport, new forms of mobility” day, POCTEFA aCCeSS project supported by the FEDER, UT Prime project funded by the Occitanie regional council), and discussions got under way with the aim of simplifying the way partnerships are built (new budgetary and intellectual property rules were drawn up for the new agreement with the Saint-Exupéry IRT signed in summer 2018). The new projects enabled us to reinforce these activities, and the support service now comprises six people..

Interdisciplinarity · The remainder of the IDEX funds were used as a springboard for injecting fresh momentum into interdisciplinarity and the organisation of an Interdisciplinary Forum in early 2019 (Facs3i), to boost networking between laboratory researchers and draw attention to the site's interdisciplinary projects as well as budding subject-based networks and existing interdisciplinary courses.

Scientific culture · All mediation actions conducted in the field of science and technology have been brought together under the “Explorer” brand. The UFTMP is committed to combining all its scientific and technological culture activities under a single banner: promoting its projects and widening the impact of those led by the institutions. Initially devoted to presenting the world of research, plans to develop a website started in late 2018, as part of this “Explorer” initiative.

Scientific heritage · The PATSTEC Mission won the call for Scientific and Technical projects launched by the Occitanie regional council and was therefore able to produce the Lab’Oc touring exhibition along the Canal du Midi, constituting a showcase, resource and medium for mediation.

Doctorate · The UFTMP Doctorate School set up the Toulouse Doctors’ Alumni network in 2018, supported by the Occitanie regional council. The goal: constitute a community of PhD graduates from the UFTMP, thereby helping to promote PhD degrees, improve employability and open up new career development opportunities. Launched in 2018 in the form of a monthly newsletter, the network offers its members exclusive content along with a programme of events.

Develop cooperation and facilitate student mobility

International mobility · This year, the team in charge of the Mouv’Box scheme organised the first inter-institutional day devoted to international mobility for students travelling abroad, to help get them settled in their new country and make the most of their experience after their return. In addition, a range of services to help higher education institutions put together and organise short-stay international programmes are now available.

International cooperation · Cooperation initiatives have been set up in North America, Mexico, China, India and Canada. A dual Bachelor-level degree was set up following the creation of a Franco-Chinese engineering institute in Shenyang. The UFTMP became a partner of the “one road one belt“ national project thanks to its participation in an international consortium of universities.

Europe · The Europe service led a brainstorming exercise on the future European research and innovation framework programme, Horizon Europe. This successful effort led to the drafting of ten key proposals, which were submitted to Carlos Moedas, European Commissioner in charge of research, science and innovation.

Modern languages · In addition to degree courses, classes in ten foreign languages, including FLE (French as a foreign language) are available to students, PhD students, post-grad students, professors, researchers and staff of the institutions that make up the Université Fédérale Toulouse Midi-Pyrénées. In 2018, classes in scientific practices and general knowledge, intensive courses and specific modules on request. Japanese lessons for beginners offered by a translator specialised in manga proved highly successful.

MUFRAMEX · During ESOF, MUFRAMEX ran a stand representing the top three Mexican universities: UAM, UdG and UANL. All three universities have chosen Toulouse as the location of their new international office. In addition, the organisation of events with the local education authority and the UFTMP led to a strengthening of regional ties and an extension of its French and Mexican partnerships (IdA, CF, CNRS, CONACYT, AMC, CIDE). Finally, this year was marked by mapping France-Mexican relations and the publication of a directory of Mexican specialists in France (SRE/ CONACYT/ CNRS/ CPU).

NETWORK OF UNIVERSITY SITES

A unique regional network in France

The start of 2018 was marked by a series of inter-campus events, designed to bring together academic sites that contribute to a healthy overall balance. Several sessions were held to present the various courses on offer at the Université Fédérale Toulouse Midi-Pyrénées. By bringing together representatives from different campuses, these events helped campus stakeholders and UFTMP staff get to know each other better.

Campus stakeholders expressed enthusiasm for a range of topics, leading to theme-based working sessions and the setting up of concrete projects such as the Explorer get-togethers in the Tarn, hosting of the vocational training day in Auch, the creation of a health & social welfare working group in Tarbes, the promotion of student entrepreneurship in Montauban and a feasibility study into the potential hosting of the Doctoriales seminar in Cahors in 2019. A whole host of projects with positive impacts on the entire region!

In July, the Assembly of higher education and research campuses in Occitanie was held in Béziers, with a first day devoted to the theme of research in non-central university towns that contribute to a healthy overall balance. Participants praised the high quality of the speakers and emphasised the importance of such events, which provide a meeting place for stakeholders from the social, economic and academic spheres, united by a shared commitment to developing university towns that contribute to a healthy overall balance.

In September, Maud Le Hung joined the UFTMP as Head of the University Campus Network Department. Her appointment gives fresh impetus to the Department, providing it with the momentum to step up its efforts and define a political development strategy.

ANITI - 3IA - TOULOUSE INSTITUTE

COLLECTIVE DYNAMICS

3IA · In response to the call for expression of interest arising from the Villani report, launched as part of the artificial intelligence research programme announced by the French President, the Toulouse site was pre-selected by the French national research agency (ANR) as a potential host in 2019 of one of the interdisciplinary institutes devoted to artificial intelligence (3IA). Christened ANITI (Artificial and Natural Intelligence Toulouse Institute), the goal of this project is to develop a new generation of artificial intelligence known as hybrid AI, encompassing an integrated combination of data-based automatic learning techniques and models enabling the expression of constraints and the development of logical reasoning.

Aspie, fostering an inclusive university · The PIA3 New university courses project to "Build an Aspie-Friendly University" brings together around twenty universities and a range of public and private partners with the long-term aim of offering tailored academic courses to all students suffering from autism, and, more generally speaking, of fostering a perfectly inclusive University.

SIMPPS · In 2018, the Inter-university service for preventive medicine and health awareness (SIMPPS) was affected by the institutions’ political decision to transfer the service to the UFTMP on 1 January, 2019. The functional coordinators helped set up the steering committee in charge of the health and social welfare policy. This year, 12,500 students received guidance (referred to nurses, doctors, psychologists) and the social workers arranged over 4,500 appointments. Finally, prevention and health awareness actions, such as “Marché campus”, “No(s) limit(es)” and “Cuisine campus”, were renewed.

UT Prime Project · UT Prime was awarded a subsidy of over €1 M by the Occitanie regional council for the 2017-2018 period, in order to support the setting up of actions designed to promote joint research projects between laboratories and businesses. Three business managers were recruited in the framework of this project. Likewise, the website aimed at the socio-economic sector was finalised, the goal being to provide easy access to researchers’ skills and the technologies they develop. This project is led by the UFTMP on behalf of its member and associate institutions: Université Toulouse - Jean Jaurès, Université Toulouse III - Paul Sabatier, Toulouse INP, Insa de Toulouse, CNRS Délégation Occitanie Ouest, Inserm Occitanie Pyrénées, Inra (Toulouse branch) and ISAE-SUPAERO.

IDEX TRANSITIONAL MEASURES

Recap of projects funded

2018 was the last year of funding awarded as part of the transitional measures put in place after the withdrawal of the “excellence initiative” label in 2016 (so-called “additional” funding of €7M for 2017-2018).

As a result, actions undertaken by the Doctorate School (training, international campaigns, private-sector links, etc.) continued to receive backing worth around €300,000. A similar budget was earmarked for actions related to student life (welcome-integration, culture, accommodation, etc.). Almost €400,000 were invested in the UFTMP's actions to promote international development (Europe service, China branch, student mobility, languages and so on).

Other initiatives designed to reinforce interdisciplinarity, the spreading of a scientific culture, the promotion of business management and innovative teaching skills, to name a few, also benefited from the last instalment of IDEX funding.

Special emphasis was placed on digital projects: in addition to the various websites created (“SIA” platform on teaching initiatives, Welcome Desk website for students, Explorer website to showcase local research, etc.), IDEX funding was used to strengthen the local academic “cloud” and to undertake the creation of a collective Data Center within the Clément Ader Space.

Finally, various projects (Labex, Idefi, “attractiveness Chairs”, etc.) that are already under way and supported as part of initial IDEX funding will continue to benefit from financial backing, managed by the UFTMP, until 2020.

NETWORK OF UNIVERSITY LIBRARIES

On 5 June, 2018, students and professors/researchers discovered the new layout of the Archipel university library catalogue. Everyone can now consult the online resources of each institution via a customised home page, take advantage of services such as consultation in French or English, creation of an RSS feed and the possibility for librarians to provide users with direct information about their specific requests.

In addition to this upgrade, the libraries that form the network – which, since 1995, has included Toulouse universities, Toulouse-INP and INSA, joined later by INU Champollion, ISAE-SUPAERO, Mines Albi and ENAC – have adopted a new management system. The Toulouse project began in 2009 and was incorporated into a national framework in 2010. After a study phase and a pilot phase at national level, in which the Inter-institutional documentary cooperation service (SICD) of the UFTMP was an active participant, the reprogramming operation began in earnest in 2017. The first stage was the launch of a joint contract with the Montpellier inter-university library, which serves all of Montpellier's universities as well as the university library in Nîmes.

The Perpignan university library also adopted this system, and from 2019 onwards, all university libraries in the Occitanie region will share this tool.

A word about the SICD · For over 20 years, the SICD has been helping to put together, extend and coordinate the network of university libraries run by the Toulouse education authority. It offers libraries a range of services that reduce their internal workload and provide users with a better quality service.

ESOF TOULOUSE 2018

Sharing science and venturing into new territory!

The city of Toulouse was selected to organise the 8th edition of the largest European interdisciplinary forum on science and innovation: the EuroScience Open Forum (ESOF), from 9 to 14 July, 2018 – for the first time in France!

Created by the EuroScience association in 2004, ESOF is a unique scientific event in Europe. Led by the UFTMP with backing from the European Commission, the French Ministry of Education, Higher Education and Research, the Occitanie regional council, the departmental council, Toulouse Métropole and the Toulouse Chamber of Commerce and Industry, ESOF 2018 brought all local regions on board and earned Toulouse the title of “European City of Science”.

Anne Cambon-Thomsen, Emeritus research director at the CNRS and “ESOF 2018 Champion” and her team, with the support of numerous regional, national and international partners, worked hard to make a success of this highly innovative event, with a particular focus on the YESOF (ESOF for Youth) organised with the local education authority in Toulouse. As a result, 4,000 participants from 5 continents took part in the scientific forum: 230 scientific sessions with over 1,000 speakers, including 4 Nobel Prize laureates, a winner of the Fields Medal and numerous renowned scientists. It is also worth mentioning the attendance of over 40 high-profile politicians, including the European Commissioner for Science, Research and Innovation, Carlos Moedas, and the French Minister for Higher Education, Research and Innovation, Frédérique Vidal. Jean-Eric Paquet, Director General of Research and Innovation at the European Commission, also took part in the forum. Finally, the “Science in the City” festival organised in various locations around the city – with a special event in place du Capitole (Scientific Village) – drew over 50,000 visitors!

TOULOUSE CAMPUS

Ongoing building projects

Following on from 2017, marked by completion of the TOULOUSE INP - ENSAT extension in Auzeville, plus that of the aero-acoustic wind tunnel on the premises of ISAE-SUPAERO, 2018 was a busy year in terms of building projects. Cranes have become a visible fixture of the Rangueil campus. Two new buildings have gradually taken shape on the Université Toulouse III - Paul Sabatier campus, housing respectively the “Maison de la Réussite en Licence” (undergraduate support unit) and the Integrative Biology Centre. Construction work on both buildings is set to continue until the last quarter of 2019. Another major construction project in 2018: that of the MB3 Laboratory at INSA Toulouse, due to be completed during the first half of 2019.
During 2018, at the heart of the Science Quarter, the “36 ponts” site was prepared for major renovation work, with the demolition of all buildings except for the historic Paul Sabatier building. This site is now ready to host the new International City of Researchers. In parallel, a call for tender has been launched to select the concession holder in charge of designing, funding, building and running this new facility.
Finally, two architectural contests got under way in 2018: one involving the Chemistry, Materials and Methods operation at Université Toulouse III - Paul Sabatier and one involving Sporting Equipment and Student Healthcare, as part of the broader “Duportal” project led by Université Toulouse Capitole.

Sustainable development and social responsibility · Since 2013, the UFTMP has been running a network of “sustainable development and social responsibility” correspondents. Shared projects include awareness-raising actions throughout the year, such as: Student Sustainable Development Week (April), European Sustainable Development Week (June), Tour de France Agir Ensemble (November). Among the numerous emblematic projects carried out are a project to help students improve waste management on campus, backed up by the setting up of an ambitious waste collection and selective sorting system.
The 5th edition of the SD contest led by the UFTMP, in partnership with the Banque des Territoires, Crous Toulouse Occitanie, the Occitanie regional council and the CASDEN – together with new recruits MGEN and MAIF –, will offer an increased incentive of €8,000 to reward projects that seek to improve well-being on campus.

DEVELOPMENT OF THE UNIVERSITÉ FÉDÉRALE

Mirroring the changes undertaken by the main higher education stakeholders over the past few years, the Université Fédérale Toulouse Midi-Pyrénées has now been assigned “extended skills and responsibilities” (RCE) status, marking an important new stage in the institution’s structuring process.

Made official via its publication in the French government’s Journal Officiel on 4 September 2018, the RCE qualification process began back in June 2017, when the application file was submitted, demonstrating the institution’s ability to uphold the functions inherent to RCE status. The application was examined by inspectors from the Ministry of Education and Research, who delivered a favourable verdict in late 2017. An agreement in principle was then issued by the Ministry in spring 2018. The final stage was approval from the Ministry of Finance, obtained in August 2018.

As a result, the institution now manages payroll for its civil servants, which gives it greater autonomy and freedom to act quickly as regards recruitments. This increased autonomy is reflected in new control procedures, involving in particular certification of accounts.

The awarding of RCE status is a powerful endorsement of the way the institution’s support functions are structured and the high quality of its Human Resources, Finance, Legal and Accounting departments. This step reflects the government’s confidence in our administrative services and paves the way for discussions and pooling of resources with other “RCE” institutions within the site.

Construire une nouvelle Université de Toulouse (UT)

La nouvelle candidature IDEX constitue un accélérateur pour penser l’évolution de l’organisation universitaire à Toulouse, dans un contexte d’enseignement supérieur et de recherche marqué par une internationalisation croissante et par la volonté réitérée de rapprocher les cultures des universités, des grandes écoles et des organismes de recherche afin d’améliorer notre attractivité et notre visibilité.

C’est dans cette perspective que le projet d’une nouvelle UT a été construit : il est fondé sur l’intégration de l’Université Toulouse 2 Jean Jaurès et de l’Université Toulouse 3 Paul Sabatier avec l’Institut National Polytechnique et l’Institut National des Sciences Appliquées de Toulouse. Fortement soutenu par les 7 organismes de recherche nationaux présents et le Centre Hospitalier Universitaire, ce projet implique la création d’un nouveau cadre juridique sur lequel le gouvernement travail d’ores et déjà, afin de faciliter la constitution d’universités intégrées de rang mondial dans les sites à fort potentiel scientifique comme le nôtre.

L’enjeu des prochains mois sera donc d’établir des statuts instituant une gouvernance renouvelée, où les regards extérieurs au monde universitaire sont mieux associés, et permettant de trouver un juste équilibre entre la capacité à construire collectivement des stratégies communes et le maintien d’une autonomie forte des composantes, pour gérer au plus près des étudiants et des personnels toutes les questions qui le nécessitent. RECHERCHE

UNITI 2018, un projet d’IDEX renouvelé

Lors de l’arrêt de l’IDEX en avril 2016, le jury international a insisté sur deux critiques : le défaut d’intégration du modèle fédéral institué et l’absence de stratégie scientifique commune permettant de focaliser les moyens sur certains secteurs particulièrement porteurs pour Toulouse. Le nouveau projet d’IDEX UNITI 2018 s’efforce donc de proposer des évolutions répondant aux reproches formulés.

La première consiste à instituer une forme d’établissement expérimental, doté d’une gouvernance plus intégrée, permettant la co-construction de stratégies de formation, de recherche et de valorisation communes à l’Université de Toulouse, appuyées sur des orientations d’internationalisation partagées.

La deuxième transformation porte sur l’élaboration d’une stratégie scientifique commune. Pour la construire, un travail de cartographie et de caractérisation des forces a été mené, conduisant à la construction de deux outils complémentaires. L’un permet d’identifier, grâce au regard national des sept organismes de recherche associés, les forces différenciantes, les potentiels spécifiques ou encore les « pépites » du site toulousain. L’autre résulte du choix de mettre en avant 6 défis sociétaux pluridisciplinaires, sur lesquels les forces académiques présentes à Toulouse et le contexte socio-économique local confèrent des capacités particulières d’innovation.

Ces deux changements majeurs orienteront l’ensemble des dispositifs IDEX, pour la plupart repris dans la continuité du projet précédent. UNITI 2018 bénéficiera donc pleinement de l’expérience passée pour nous aider à construire notre destin commun.
